Noor Menai is President & CEO of CTBC Bank, where he oversees its US operations including the bank’s Commercial and Industrial, and Commercial Real Estate lending groups, as well as 12 branches in California, New Jersey and New York. He also oversees North American operations for the parent bank, CTBC Bank, Taiwan. He was named President & CEO CTBC Bank in November of 2012.
Previously, he served as Executive Vice President and North America Regional Head of CTBC where he has had responsibility for US and Canada Corporate and Commercial Real Estate, Trade, Cash, F/X, Asset Based Lending, Syndications and Participations & Advisory, business lines and trade finance for the China/North America trade corridor. He joined CTBC in January 2011 as the Head of Governance and Retail Banking for the US, Canada, Hong Kong, India, Indonesia, Japan, the Philippines, Singapore, Thailand, and Vietnam.
Prior to CTBC, Mr. Menai spent three years in private equity and asset management, including as Founder and Managing Director of Fajr Capital, a sovereign wealth fund-backed investment fund.
Previously, he served as President & CEO of Charles Schwab Bank, where he re-launched a deposit platform as the "World's Best Checking" as part of the strategy to source net new money from existing brokerage only customers.
For Citigroup North America, he served nine years in several senior roles including; Senior Vice President, Global Consumer Bank – US Credit Cards Division; Head of Consumer Portals, Head of Branch Profitability Programs, and most recently as Managing Director, Corporate & Investment Bank with responsibility for sales in emerging markets. In his last role, he had executive responsibility for 1,100 relationship bankers across 18 countries.
Prior to Citigroup, he was a Director of Direct Financial Services at Bank of America. He began his career at JPMorgan Chase where he was part of the Retail Banking Operations and Technology team during the integration period for mergers between Manufacturers Hanover, Chemical Bank and Chase Bank.
Mr. Menai holds an MBA in finance, computers and information systems and a bachelor’s degree in economics, computers and information systems from the University of Rochester.
Frida Bank is Executive Vice President & Head of Risk Management of CTBC Bank, where she serves as group head of Bank Secrecy Act, Compliance and Risk.
Ms. Bank has thirty years of banking experience in operations and compliance risk management, including risk assessment as well as interface with regulatory agencies, executive management, and board of directors.
Previously, for nine years she served as Senior Vice President, Director of Compliance at East West Bank, where she oversaw a team of 40 AML/BSA and regulatory compliance staff. She directed bank-wide regulatory compliance initiatives for East West and its $22 billion in assets in more than 130 branches.
Prior to East West, Ms. Bank was First Vice President, Compliance Manager with Cathay Bank, where she managed all aspects of BSA and Community Reinvestment Act compliance and post-merger activities nationwide. Previously, she served six years as Senior Vice President, Compliance Manager for CTBC Bank
Earlier in her career, she served in various compliance oversight and management roles at Tokai Bank, Olympic National Bank and Security Pacific Asian Bank.
Ms. Bank holds a bachelor’s degree in business administration from Lynchburg College in Lynchburg, VA. She has also served on the California Bankers Association Regulatory Compliance Committee.
Edward K. Kim is Chief Lending Officer of CTBC Bank, where he is in charge of the bank’s commercial lending groups.
Previously, he served as Executive Vice President, Commercial Lending Group at Cathay Bank. Prior to Cathay Bank, Mr. Kim served 10 years at U.S. Bank including from 2007-2010 as Executive Vice President and Market President, Los Angeles Commercial Banking Division, where he oversaw a portfolio of $1.4 billion in outstanding loans and deposits of $1.3 billion. As U.S. Bank’s Market President, he headed six commercial offices in Southern California and a team of 72 professionals.
Earlier, he served 13 years in several positions with Wells Fargo Bank, including Senior Vice President, South Bay Commercial Banking and Regional, VP and Loan Team Manager. He began his banking career at Barclays American Business Credit as a marketing officer and auditor.
Mr. Kim holds a bachelor’s degree in economics from University of California, Los Angeles.
Cynthia Tseng is Executive Vice President and Chief Financial Officer for CTBC Bank, where she oversees the financial operations of the bank, including accounting, treasury and financial planning & analysis.
Previously, she served from 1997-2010 as Executive Vice President and CFO of Far East National Bank, where she was responsible for the bank’s financial operations, including establishing systems for financial controls and planning.
Earlier, Ms. Tseng was a Principal Consultant with PriceWaterhouse Coopers, where she performed strategic analysis for Fortune 500 treasury functions to identify improvements and enhancement opportunities through reengineering business processes, performing risk diagnostics and benchmarking, and implementing risk management policies.
Prior to PwC, she served as Vice President & Regional Chief Auditor for Standard Chartered Bank. Previously, she was Vice President & Senior Audit Manager for First Interstate Bank.
Ms. Tseng holds a bachelor’s degree in liberal arts from the University of Chinese Culture in Taipei and an MBA, with emphasis in finance and accounting, from California State Polytechnic University, Pomona.
She is a CPA with AICPA membership and a member of Sino-American CPA association. She is fluent in Mandarin and Cantonese.
Brian Constable is Executive Vice President and Head of the Retail Banking Group at CTBC Bank USA, where he oversees the bank’s 12 US branches, mortgage sales, wealth management services and marketing.
Previously, he served as Executive Vice President and Chief Commercial Banking Officer for six years at Sunwest Bank. At Sunwest he led a large team focused on cultivating long-term business and consumer relationships as well as customer satisfaction and retention.
Prior to joining Sunwest, Constable was the First Vice President of Business Banking at Provident Bank, where he led a $700 million annual production goal and led production and profitability for commercial real estate, construction real estate, business banking and secondary lending.
Earlier in his career, he served as Vice President, Business Banking Manager at City National Bank and Vice President, Branch Manager at Home Savings Bank.
Since 2008, he has served as a Board Member and Finance Committee Member of the YMCA of Orange County.
Brian Lee serves as Executive Vice President and Chief Credit Officer at CTBC Bank. Appointed in November 2012, he previously served as the bank’s Senior Vice President and Deputy Chief Credit Officer from 2010-2012.
As Chief Lending Officer, he serves as a senior management team member and chairperson of bank's loan and asset management committees. In his role, he is in charge of major credit decisions and also oversees CTBC’s Credit Group’s overall operations as well as all credit policies, procedure developments and reviews.
In addition, since 2010, he serves as a Credit Officer for CTBC Capital Corporation (as part of the CTBC parent), guiding the special asset group in workout, strategy and credit related policy.
Earlier in his career, Mr. Lee was Vice President, Credit & Support Manager at Bank of the West as well as Vice President, Corporate Loan Portfolio Manager at General Bank.
Mr. Lee holds a bachelor’s degree in industrial engineering from the National Tsing Hua University in Taiwan and an MBA in finance from the University of Wisconsin.
He also has additional executive training from the American Bankers Association’s Commercial Lending Graduate School and Pacific Coast Banking School in Seattle.
Parham Medhat is Executive Vice President & Head of Operations of CTBC Bank (USA).
He is responsible for all aspects of bank operations including core systems, online banking, mobile banking, quality assurance, retail banking operations, loan servicing, international banking, wires, treasury operations, information security, internet banking, policy and procedures.
Previously, Mr. Medhat served as Senior Vice President and Director of Bank operations of Opus Bank, where he led the expansion of operational architecture and grew its infrastructure to support an increase of more than 50 retail offices and eight new banking divisions. Earlier in his career, he served in retail systems management roles for CapitalSource Bank.
Mr. Medhat holds a bachelor’s degree in psychology from California State University, Long Beach and a master’s degree in education from California State University, Dominguez Hills.
